Sir George Grey, the Governor of Cape Colony from 1854 to 1861, made the decision that unifying the states of southern Africa might be mutually effective. The mentioned reasons had been that he believed that political divisions amongst the white-controlled states "weakened them in opposition to the natives", threatened an ethnic divide amongst Brit
